this is achieved by narrowing the width of the water pump pulley. loosen the set or locking screws on the outer half and use a long brass punch if possible and turn the pulley so it squeezes the belt.good idea to turn engine over to help bring belt up on pulley. also may need a lot of tapping and penetrating oil as pulley likes to get seized. generator has the same set up.
 
Loosen the locknut on the setscrew that's in the front half of the pulley hub on the waterpump/fan hub. Remove the entire setscrew. Squirt some Gumout or other spray cleaner into the setscrew hole, and let it attack the dirt/crud that has accumulated in the 20 years or more since that belt was replaced the last time. Brush the threads on the front of the hub with a wire brush to clean them. Use a brass drift punch and a hammer to TAP on the raised boss on the hub in an attempt to make it move in either direction. Do NOT lose patience and HIT that thing with a big hammer! Once you get it to move, rock it back and forth, then tighten the belt by rotating the pulley halves together. Replace the setscrew, making sure the end of it goes in the groove on the inner part of the assembly. Tighten the locknut.
The belt does not have to be extremely tight to work well.
 
Yep, once it's moving, that's the best bet....like mentioned, DON'T get carried away hitting it with a hammer and punch. That cast-iron pully WILL split in half on ya if it's hit too hard...I know from experience. Welded mine back together and it works fine, but it's best to avoid having to do that...
