Engine surging, govenor adjustments

As previously mentioned I recently rebuilt my H engine, the compression had been very low, the valves visibly worn, the rings flopped around in the piston grooves and it had very little power. It now starts easier and runs smoothly at a low idle but I still have one recurring problem, the engine surges back and forth at higher speeds as if the govenor is searching back and forth and tring to catch a moving target.
I had already replaced the govenor spring, what should I check next? From previous posts I know to check for slop in the linkage between the govenor and carb, what else? Thanks in advance.
 
Try adjusting the carburetor first.
1. have engine at normal operating temp(cover radiator)
2. pull throttle lever ALL the way back for maximum engine speed
3. turn high speed(bottom) mixture screw out(richer) or in(leaner) until engine runs at maximum speed(smoothest sound)
4. turn high speed mixture screw out an additional ½ turn for slightly more fuel for maximum power
5. with engine idling, re-set idle air mixture & idle rpm screws
If this doesn't cure your problem, check timing and lastly the governor.
 

I think you are dealing with a worn out governor. The pins that the weights pivot on are worn, as well as the holes in the weights where the pin fits. Could also be some wear that prevents the fly-weight assembly from moving freely. It can all be fixed. The best way is to buy a governor kit if you can find one, but you won't like the price. Another option is to find a governor that is in better condition, but you won't know if it is better until you install it. I guess option 3 is to remove the governor from the tractor, set it on the work bench and take it all apart, find the badly worn areas and figure out how to fix it. 1/4" shoulder bolts of the proper length CAN replace those worn pins, but you'll need to drill out the holes in the weights a tad so they'll fit. With enough determination, you can get rid of most of that surging, but to get it to operate perfectly might be another story.
 
I think you are right, we've rebuilt the carb, replaced parts on the distributor and adjusted the timing.
I'm goign to make some phone calls and see if I can find a governor kit. Thanks so much for your help, it is much appreciated.
 
A few H tractors have an adjustable surge control screw on lower rear of governor. My own 45 H has one. I have no idea if it was on when dad bought it new or if it was added later. If it does, remove it and look at the spring to see if it is broken. After you have adjusted the carburetor and made darn sure the linkage from governor to carb is perfectly free and not sloppy you can adjust the surge buttun in until it quits hunting. On another note, if the throttle plate in carb is in upside down it may cause this problem also. The plate is beveled each side opposite ways to obtain a nice clean closure of the air. Any slight binding in throttle will make it surge also.
