Best way to clean rusty gas tank

What is the best way to clean out a gas tank with a little bit of surface rust inside it? What do you use to seal/coat the inside of the tank after it is clean?

A "little bit" of surface rust won't hurt anything. If it comes off in chunks, that is a different story.

Assuming you want to clean the inside. A good friend who restores stationary engines had this suggestion. A couple handfuls of clean small gravel. Roll it around with some water inside, clean and rinse well. I wish I had heard this before I rebuilt mine I would have done it.

I took mine to a radiator shop, he boiled it clean and then sealed it with a poly coating. Well worth the money!!
