1956 IH 300 utility rear rim

I have a 1956 IH 300 utility, on the side of the tire it says 16.9-24 below that it says on 15" rim, below that 14-24. Can somebody explain why so many numbers.My rim measures between 12"-13" wide. And also all the rims that i have seen have bolt in centers but mine are welded to the rim. I could make it work if the inside dia. is close to the same as mine. Any help would be helpful. Thankyou
 
14-24 is the old size designation for 16.9-24. 15" is the recommended rim width for that size tire. A narrower rim will pull the beads in closer, causing the tread face to round out, thereby causing more wear in the middle of the tread.
 
Factory wheel options for that tractor were a 28in 2 piece rim/center and a 26in one piece wheel. Someone has converted your tractor.
