Farmall 350 throtle-governor

I am working on a 350 gas for the neighbor. The throtle is either idle or full bore it is very sensitive and hard to drive. I havent torn into it yet but I thought I might ask for some advise first. Thanks
 
If it is full bore out of control, I suspect the carb to governor connection (top front of carb two screw flange) is incorrectly assembled. There is a tab fitting into a slot that is tricky and if out causes that symptom. Jim
