That thrust spring was still available from Case/IH when I rebuilt my B governor, probably 12 years ago. Like yours, mine was badly rusted, to the point where it was unusable. I didn't need to replace the dowel pin, but I recall the dealer had those available as well.
 
The thrust spring is to keep the helical cut gear from moving in and out as of course they try to do when driving or being driven. Not critical about correct spring just so it tensions it without excess force. In other words it controls end play of shaft.
