1066 Hydro steering problem

I bought a 1066 Hydro a couple months ago. The power steering was very weak. The transmission is the new style housing but the steering supply
and return lines were plumbed to the old style routing. I checked the flow divider and it was in upside down and the spring was wrecked. I got
a new spring and put it in correctly and the steering was a touch better. I swapped a steering safety valve out of another hydro I have
and no better improvement. I have a flow rater so I put it on and the charge circuit pressure was in specs but the flow was not registering on
the meter so I assume very little flow. Also, when I restricted the flow, the pressure only went up to about 700psi instead of at least
2000psi. I tried switching the return and supply hoses to the proper ports and that resulted in no power steering what so ever and very difficult to turn. I checked the servo pressure and that was also good. Hand pump is also good. Any thoughts would be much appreciated.
 
I"m sure you thought of this, but after you did all the work did you bleed the system of air? Turn the steering wheel lock to lock several times? Mine took quite a few turns lock to lock to get it back to "normal" after doing some work on it.
