Governor Disassembly Help

I took the governor off on my Super A to replace the spring and thrust bearing. Since I have it off, I'm going to replace the seals and needle bearings. From the parts diagram, there is a grooved pin that keeps the lever on the rockshaft. I gave the pin a couple of love taps with a punch and it didn't move. I decided to quit before I did any damage. Does anyone have any tips or tricks for getting the lever off the governor rockshaft? Thanks
 
Heat and penetrating lubricants would be my suggestion.

That's not a particuarly large part so it woin't take a lot of beating. Heat it all up with a torch and let it cool a while. While still a little too warm to touch but a penetrant like PB Blaster of Lisquid wrench to it. Let it sizzle some if it's still too warm, but keep it soaked from that point. As it cools you'll see it draw the penetrant into the rusty area that's binding it. From there it shouldn't ake much more that a few jusicious smart raps to break the key loose.
 
U have yet to find those bearings bad and unless the shaft has play from bd bearings dont mess with it. I would me mofe concerned about the play in the input shaft as it realy can mess up throttle control. You can bore the hole out to 5/8 and press a 1/3 x 5/8 brass bushing in and that will be the end of the sloppy fit of that shaft.
