? on carburation on a Super H engine

I have an H Farmall with a super H engine and I'm struggling to get it to run good. The carburetor has the adjustment screw adjustment needle right below where the manifold and carburetor meet. In fact I can screw the needle all the way and it seems not to impact the way the engine runs at all. Any thoughts on what I'm doing wrong or what adjustment I need to make? I sure would appreciate it... I have a photo of the carb but I don't know how to post the picture.

The adjustment screw (I think) is out to lean in to rich. If it does nothing, the carb may have too high a float level. A good cleaning with submerged parts, not just spray can, and blow out will help.
Be sure the needle and seat do not leak, and the float level is correct. (a sinking float from a crack will also do that, shake it to see if gas in in it filling it up.)
Good manifold gaskets and carb to intake gaskets are also very important. (when removing the tube to the governor be sure to look closely at the tab abd slot arrangement at the carb to get it back together correctly. Jim
 
Main jet is near the bottom of the carb. If it has a Super H carb, the main jet screw is adjusted 5 turns out for maximum power, can be turned in for lighter loads. It is not adjusted like the H carb.
 
If the idle mixture adjusting screw is maybe a 1/4 inch or so below the manifold flange that would be a 300 to 450 series carburetor. If its a gasoline carb turning the screw in should make the mixture leaner, so if no effect maybe you have a problem with the float or needle valve regulating the fuel level or for some reason its drawing fuel from the high speed circut at idle. Should be a number on the carb. If its not a 100 series gas carb. turning the idle mixture adjusting screw in makes the mixture richer. Timming and other things can also effect idle.
You probably don't have one, but there's still a few 300 and 400 carburetors left that don't have a high speed adjusting screw.
