IH 240 Steering Issues

GOod Morning. i have an IH240 with steering issues. When the tractor is running it will only steer when moving forward not at a stop. on pavement it steers fine once in the fields the steering is spotty. Everything turns up to the steering box, hydrolic fluid is full. Is it possible the steering gear is stripped? Any ideas would be appreciated.
Thanks

Assuming it is power assisted steering, the gear box oil level needs to be checked, as does the grease in the spindles. Jacking up the front prior to greasing will help get the grease where it belongs. A weak hydraulic system will also reduce steering power dramatically as will a failing or stuck priority valve (supplies Hydraulic fluid to the steering system)'
caseih.com search for parts has on line diagrams covering the steering It is under hydraulics for the power part, and steering for the gearbox. Jim

I would check two things... the worm gear set-up in the bolster and the keyway in the steering arm. If the keyway is wallowed out, there might still be enough friction in the tapered shaft/steering arm for it to steer when steering is easy. There is a Woodruff key in the shaft/arm and easy way to check it is have someone turn the wheel and if the nut on the bottom of the shaft turns before the arm moves.... well, it shouldn't do that. If the steering shaft going into the bolster turns, but the nut on the bottom doesn't turn, it shouldn't do that either.
This is assuming it is an International and not a Farmall. Seems to be a weak point on these tractors.
