My manual for a 706 (263) states 23 degree advanced at full RPM MAX. Is there a timing setting for a slower RPM.

I'm wondering WHY you are worried about that... set is as IH intended at high idle and BE HAPPY!
 
I'm not familiar with the 263 engine timing specs. However nearly all gas engines have the low idle timing right around 0 deg.
 
It has centrifugal advance. Going from idle or slower advance of Zero, to max advance at rated RPM. If the advance weights and springs are working as designed it is OK. With a timing light, and an degree tape on the pulley, it is possible to make sure this is good. A simple test to assure it is working at all is to gently turn the rotor in the direction of rotation by hand if it turns a few degrees and then will snap back to rest it is likely working. Weak springs are not tested this way. Jim
 
Just static time it at 0 degrees. At low idle (400 rpm) it should still be at or near 0 degrees. My reference says 22 degrees at high idle (2530). All you have to do at high idle is put the light on and check for full advance.

You are aware that running an engine at high idle is far from running it wide open aren't you?
