IH 574 starting problems

Have an IH 574 tractor with starting problems, checked the battery and alternator, had the starter rebuilt,cleaned the battery cables good and it still wont start. will turn over but never gets cranking fast enough to fire. Can roll start and the tractor runs fine. Any suggestions of what it might be?
 
Hi, has anyone had the injection pump off?
Does it smoke lots of white smoke when idling?
Is the STOP/START/RUN lever control adjustment proper so on first START that injection pump is going into START mode?
Does it start good after first start?

Hi, make sure the transmission clutch is releasing completely. Try putting tractor in neutral. Another possibly is hydraulic pump and also if equip with T/A there is a hydraulic pump for the T/A. Unfortunately there is no method of disconnecting these hydraulic pumps without removing them.
These hydraulic pumps put a load on the starter motor as they turn with the engine.
