Whats going on with the governor??? (Video Attached)

Here is another issue I'm dealing with after I got her running yesterday. It seems that there is no response out of the throttle unless moved all the way forward. To me it seems as if the governor needs adjusting or repairing.

At first when we started her up, there was NO RESPONSE unless you moved the arm going to the carburetor, and when you moved it, it would stay where you put it (very stiff). Was that due to the fresh coat of paint?? Now, today when you move the throttle control on the dash it revs up only when you push it all the way forward.

It has progressed some, but still isn't right. Watch the video and tell me what you guys think.
 
Took me a little bit to find the video. If it was mine first thing I
would do is unhook the linkage at the carb and see if you get the
same results by advancing the throttle at the carb. In other words
eliminate the carb first as the problem. I just can't picture how the
governor is the problem. It would seem to me that the governor
would only cause a problem at higher rpm.
 
I have the same problem with my 53 SC I took the gov. apart and the thrust bearing was bad I replaced it to the tune of 30.00 dollars, the spring was a little lose but was not broken, everything else looked ok, put gov.back on ,,,same problem. I may need to replace the spring
 

Did you have a service manual to tell you how to take it apart and fix the internal parts, or did you do it yourself without a manual?? Is it pretty self explanitory once you open it up??

I have an IT manual, but I'm not sure how in depth it goes.
 
If all the external linkages are moving freely, the problem is inside the govenor. Could be spring, could be bushing, could be broken weight, or any number of things.

While the govenor can be daunting, it is actually not all that bad to remove and inspect for problems. If it were mine, I would be removing the govenor to inspect for broken or worn parts.

***UPDATE***

I got the problem solved with the governor. Turned out the linkage just needed some persuasion by hand to get freed up from the fresh paint and gummed up mess from the fire. It now works alot better, and the way it should.
