Super A has no throttle response

I rebuilt the Zenith carb on my Super A because it was hunting / surging. I installed the carb and now the tractor only idles. I synched the govenor rockshaft with the throttle rod and still no luck. It was a good 3 or 4 turns out of synch. I have scanned the archives and I'm heading in the direction of replacing the govenor spring. The thing that confuses me is that with the tractor not running, I can move the throttle from idle to full and the throttle rod between the govenor rockshaft and carb will move. When the tractor is running, movement of the throttle results in nothing. My question is am i headed in the right direction? Additionally, since I'll have the govenor apart, are there any other parts I should or could replace. I already plan on replacing the oil seals since they are leaky. Thanks.
 
Mite want to rebush the input shaft if it has a lot of slop. Bore it out to 5/8 and press a 1/2x58 brass bushing will sure make the throttle response like new again.
 
With it running, see if it speeds up when you move the throttle linkage going from the carb to the governor. If it does, you have a bad spring in the governor.
If not, then you have a problem inside the carb.
Be careful of that fan when moving the shaft while running...it likes fingers.
 
If the spring in the governor is good, does the linkage try to resist your movement when you try to rev it up?? In other words, is it extremely hard to move when the spring is good?

My 140 that I was talking about (in a post after this one) allows you to rev it up using the governor to carb linkage. That is really the only way I can get any response out of the throttle.
