believe carb is gummed up from sitting a couple years. any places out there that will rebuild it.or possibly getting a new one. don't have the tag on the carb which makes it even harder to deal with.
 
oem tractor parts have the rebuild parts. i havent seen anybody else that carries them. the carbs are easy to rebuild, but they are scarce to find a replacement. give rusty farmall a shout, he may be able to rebuild yours for you. rusty posts here all the time.
 
They are pretty simple to take apart and clean. Can probably have it apart, cleaned and back together in a half an hour.

When I did mine it was the first carb I had ever taken apart and it was really easy. I did that about 6 years ago before there were rebuild kits for them.
