Thanks for the help, but I still am not getting there.Took the "hose" off from the carb to the air cleaner, put in the smaller looking non adjustable jet, blew everything out with air again. No improvement .Then I switched a bunch of stuff and got it really bad, so I put stuff back where it was. Now I think I got the float tang bent back to far. . I re set it but haven't put the carb back on yet and checked the fuel level in the bowl. Tomorrow sounds like a good idea.
 
Do you have an I-T manual or some other such manual?? Do you have the instructions for rebuilding the carb??? Either one or both tell how to set the float and that is something that has to be set as per the manual. Things like timing, point gap, distributor advance all can play into a problem like you have. Shoot even a weak spark can cause that problem you need a good blue/white spark the will jump a 1/4 inch gap

Kinda sounds like you are just "flying blind". The best manual available is still pretty useless unless you have prior experience, or know someone who is willing to teach and walk you through it.
