AFTER PAINTING TANK MOUNTED BACK ON TRACTOR ONE OF THE STUD BOLTS WILL TURN IN THE TANK. IS THIS A PROBLEM? HOW ARE THESE SEALED IN TO TANK?

The studs DO come out. They are just threaded into the fitting in the tank. You might try just screwing the stud in until it is tight. If it will not tighten up, either the threads on the stud are stripped, (replace the stud) or the internal threads in the tank are stripped. (not so easy to fix). If the latter is true, I think I would try some JB Weld in the threaded hole in the tank.
