504 utility pto

Picked up a 504 utility recently and seems pretty sound (other than a stuck TA)...except the PTO slowly spins when "disengaged". It will spin a 6 ft brush hog slowly. You can stop the shaft easy enough but let go and it keeps spinning. Is this just an adjustment or something more serious? According to the owner's manual these originally came with some sort of tool to adjust the pto...is there another way to adjust if you do not have the special shaped tool?

The adjustment is for the clutch engagement. If the brake is not holding, check to see if there is play between the handle and the shaft that goes into the PTO assembly. The travel of the lever to engage the brake should be about the same as the thickness of the latching pawl. Internal problems could be the lining has come off the brake disk or the snap ring has come off the front of the output shaft.
