Clutch Brake on W-12/14

Anyone familiar with the "Clutch Brake" mechanism on a W-12 and W-12? (See Figure 88 on page 23 of the shop manual for F/W Series Tractors) It was disabled on my W-12. Was it common for them to be removed to eliminate problems?
 
mine does not have one, but i have seen them. i dont think it is really needed, as it shifts good. the clutch is jumpy though.
 
I have an I-6 (Industrial version of the W-6) that has this. The purpose is to stop the transmission gears when the tractor is in neutral to make it easier to shift gears. It's a syncronizer of sorts I guess especially for shifting to reverse and back to a forward gear. I've had my I-6 apart in that area and mine is still functional. It's strong enough to slow the tractor a little on level ground when you push in the clutch. The transmission and such will work fine with out the clutch brake.
