MTA governor

Just picked up a SMTA and found something that I have never seen before. On the intake manifold above the carb there is a hose plumbed into the manifold and runs down to the governor control rod in front of the carburater where it is tapped into it. Was wondering if anybody had an idea what this is for or what it is supposed to do? Thanks to anybody who might be able to help.

I'll take a stab at it , pcv, positive crankcase ventilation. Draws air through to keep moisture buildup down as in the winter time they like to freeze up in the throttle shaft in side of tube so they won't idle down. Probably has an orfice so as to not draw a large amount of air.
