If you're looking to increase top RPM I believe there is an adjustment screw on top of the govenor housing like a C or super C.

I wouldn't suggest going much over 2000 RPM with that motor unless you've been through it already. Those engines like low RPM and to much can cause mechanical failure if the engine is worn.
 
The hex head bolt on top of the goveror and mite still have the deal is where you get top RPMs back it out for more. Maybe the gov assy needs to be serviced. Dont adjust the t5hrottle rod going to the carb or you will get all messed up. Let us know how you get alongm e-mail is open. You can run that engine 200 or so if its in good shape.
