Ih 37 baler questions on timing

I have an IH 37 baler that the needles got out of time on. I have the manual and have followed the directions but I am missing something because it still is not in time. The plunger and packer fingers are in time with each other. So I am taking the gib key out of the miter gear shaft rotating the plunger until the extensions are just past where the needles come up. I trip the trip rod and position the needles so they are just coming into the plunger chamber. At this point I slide the Packer camshaft out and rotate the Knotter gear drive gear counterclockwise until it starts to turn the cam gear that turns the knotters. This may be where I am messing up. The book says to turn counterclockwise until the trip dog roller engages the driving lug on the knotter gear I am not sure what this means. Then I rotate the flywheel until I can put the gib key back in and I am still out of time. Any help would be appreciated. I am kind of new to bales.

If needles got out of time, something broke or jumped cogs. All the book is saying about trip dog engaging is that is when it starts turning the head and of course needles. Just trip it, turn flywheel and needles need to come into chamber just behind front face of plunger and get out in time to reset plunger stop for next stroke of plunger. You advance or retard the gear driving head until you reach that point. Also, needle height has to be correct at top of their travel as this will have some effect as to where the come into chamber.
 
The 37/47 has almost all the same parts as a 46, if the needles were bent or jammed it will usually twist the u-pipe just slightly, I worked for IH dealer in parts for 37 years, we didnt try to straighten needles or u-pipe, just couldnt do it accurately, needles cast iron, u-pipe steel tube & twist where brackets welded on. Shop foreman was baler expert & knew what he was doing. If you can find a used set that would fix this I believe.
