H wont come up to full RPM. Magneto????

I have a 44' H. Finally got the starter fixed but wont come up to power. carb and governor work and are good. The Mag is what i have come to the conclusion is the problem. Any fixes or solutions?

has to be in the governor, throttle linkage adjustment.

Have you opened the main jet adjustment scr/ew near the bottom of the carburetor? This will enrich the fuel mixture. Check the fire to your sparkplugs to see if it's weak. You may need a new coil. You need copper plug wires too
