What it this IH????

Saw this today at the Shendoah Valley Steam and gas engine show Berryville VA.
What is this did it actually have a work purpose I saw two or three of them today
this Mini IH was real cool also guy had two JD mini's a Ford 8N mini also

Didn't Gravely make a single wheel garden tractor? ... maybe that's what it is. I gave an old 3 spd. Cub Cadet to a guy one time to make a minature tractor out of... he was going to use an old McCormick hit and miss engine or something like that. Don't believe he ever built it that I'm aware of.
