MD rocker arm assembly, plugged oil holes???

I ordered a replacement rocker arm assembly from Bates Corp to replace the worn out one we have. I believe it is one from a 400D. The one I received from Bates had a mounting ear busted off of the center support. So I disassembled my old one to reuse the good center support. Upon disassembling the replacement I noticed 6 out of the 8 oil holes I presume, where the actual rocker lever sits on the shaft, were blocked off with some material what looks like solder or babbitt. My old one has all 8 holes open. Question is, do I fill in the 2 open holes with something or do I clear out the 6 holes that have something in them? Why would this be? Any comments are appreciated. Thanks.
 
Hi, The holes being plugged is not normal, I would contact Bates Corp and ask if this is something new.
