My M starts and runs until I go up a hill or put a load on it. Then it just loses power and dies. I changed plugs and wires cleaned out the gas tank and the bowl. What do you think I should check next? Thanks in advance.

Check you carburetor float for proper adjustment.

I would add also check your governor. A weak spring would cause that as well, been there done that.

Try opening the main jet adjusting sc/ew near the bottom of the carburetor. This will enrich your fuel mixture. My old Toro mower carb has that same adjustment as shown in this pic. Hal
