F-12 Type A10 Carb. Fuel Line

On a gas only F-12 how large should the hole be in the return tee at the gas tank?-- When you split the carb. there is a small brass nipple that fits into a hole in the top part of the carb. Where does this go? and should I be able to blow it out with an air compressor? I have taken 3 carbs. apart and cannot get air thu any of them. Is this just an aglinement pin?
The problem I am trying to solve is too much gas.Neither high or low jet adjustment leans it out at all.
 
Sounds like a heavy or misadjusted float. If the float is good, Try bending the tang to lower the fuel level a bit.
 
If you look closely at the brass "alignment pin", you will see a tiny hole in the end of it about the diameter of a guitar string. I have soaked and blown and scraped it out(with an old guitar string!) My F12 now will run, but only with the choke on. I soaked the whole dismantled carb in cleaner for 2 days, installed a new needle, seat and gaskets with no change. I had heard these carbs could be difficult but I've never run into anything like this before. Good luck on yours and if you come across any info, PLEASE share it!
 
The "alignment pin" is the idle metering jet and it needs to be open so the idle circuit works. The main jet should still have some effect though. Thats why I think your fuel level is too high. There are 4 different versions of this carb so I'm guessing which is right but here is a breakdown that helps. If you study it carefully you can see where the passages go.
