I am considering buying a IH 130 that has a belly mount sickle mower. The tractor has a lift (with a small arm) on the right side and a cable lift on the left side; but it doesn't have any lift on the back. Is there a name for this type of hitch?

Is it possible to add a 3pt hitch to this tractor?

Without seeing what you are talking about it is very difficult to say what you have.

Most 130s have a TOUCH CONTROL hydraulic system under the gas tank which gives you two lift arms on the left and one on the right. These lift arms can have various lift mechanisms from various implements bolted to them.

There is no name for either type of "hitch" because they are not hitches. They are integral parts of the mounting and/or lifting mechanism for the mower.
 
I believe your looking at a 130 with the AI-23 highway mower. It is a heavy duty sickle mower for mowing right-of-ways. You could add a work saver three point but you will need some donor parts off a Super A thru 140.
