It's gonna be noisier that you're likely accustomed to. It's the nature of straight cut gears. If it varies from gear to gear, you'd also factor in how the tractor was used for most of it's working life. Not at all uncommon to find a gear with the ordinary groan when pulling to get noisy on the coast side of the gear. No harm being done there. If one is exceptionally noisy, you could try replacing it, but how was your (likely used) gear worked, you ma find the sme thing, and would need an experienced eye to determine if the noise is from wear on the driving or driven gear or both.

That said, you can't rule out worn bearings howling either.

As for the pieces you found, hard to say. They sound to thin to be part of a gear tooth, but a good examination of the circumference of each gear would be in order. Could be parts of a worn-through shim, I suppose.

I'd scrape and scoop all the gunk I could out of the case, fill her with diesel or kerosene/diesel and take her for a twenty-minute ride -- don't work her hard with just the kero in there, but work her enough to warm things up and use all your gears, then drain quickly (drive the front wheels of the tractor up onto a couple of short blocks to tilt things back toward the drain). Then refill and see what you've got after that.

I would say that a bearing cage is coming apart . Now like Scottys says they are not 100% quiet but they should not sound like a walnut grinder grinding shells and all. As to tearing into one ya can not get much simpler just a little Bull Work involved .

thanks tractor vet and scotty for the response sounds like good advice i will do what yousaid and do it very carefully have a good day-ed
