12V-6V Resistor Heat

I noticed that the 12 volt to 6 volt resistor on one of my tractors gets too hot to handle within a minute or so of turning the switch on. I checked the voltage and with 12 volts in I seem to have about 4.5 volts out. Looking at the resistor it appears to be in good condition ( no corrosion ). Is this normal. Its hot enough that you cannot hold it in your hand. Thanks
 
they do get hot, especially if the points are closed with the ignition switch on, engine off.
 
When it runs the points are closed less than 50% of the time, plus there is usually air movement. They do get hot. Jim
