Hi, my guess wood be the pilot bearing is dry of grease and continues to spin the transmission shaft. There is no lube point for pilot bearing. Only solution is split tractor and replace. This is more difficult clutch repair as this is a two stage clutch. There is a large transmission clutch and a smaller PTO clutch.

There is a clutch/foot pedal adjustment and adjustment of fingers on the pressure plate. Usually if the clutch/foot pedal or fingers are out of adjustment the first problem will be the PTO will be difficult to engage and PTO continue to run with clutch pedal all the way to floor board.
