My 154 clicks at the magnetic switch but only about 1 of 2 tries does the starter turn. Is the starter the problem? or??? Tried a new battery and the same thing. I don't know how to trouble shoot these generator/starter systems.

The solenoid's contacts MAY be bad. Get a test light on it's output and see if there's actually power coming out of it each time you attempt to start the engine.

Mine has done that a few times to me. First time I pulled it off to have it rebuilt. the guy at the shop said it worked perfectly for him and was still in good shape, so I took it back home and remounted it. Same problem. Replaced the solenoid, some problem. Replaced the cable from the sol. to the starter problem gone, (or so I thought). It looked good BTW. Second time, I was getting power to the sol. but not to the points so it would would turn and not fire, third time I had trouble I spend more time and money than I should have on it trying to fix the problem. turned out all it was was the timing was set a bit too high by the previous owner, who had repalced the distributor with a Prestolite unit. After turning it back a tad, I havent had the problem repeat itself. If it isnt even trying to turn over, and is charging ok, then Id suspect the solinoid, or the cable from there to the starter. Then the lug on the starter has come loose and it only making intermitent contact OR its just simply noy grounded good to the frame.
