cub with governor issue

My cub runs at a high RPM only as I cannot adjust the carb/governor shafts. I can lower the RPM temporarily at the the carb but the governor then revs the motor back up. Is it possible something is frozen in the governor? The governor shaft in the front of the tractor does not move when I adjust the throttle shaft.

Thanks for any help. I accidentally posted this in another forum here before I found this one. I am sorry if I broke a rule.

If the governor output shaft (and linkage is not moving, you are going to need to go into the governor. Do not allow it to run over speed, as there will be drastic damage. If the link from the throttle control lever is moving the lever on the governor through its full range, it is internal to the governor. They can have any problem from broken springs to bad bearings, to weights off of the spindle. A manual is needed. caseih.com has a parts diagram on line. Jim
 
Make sure all linkage to the governor moves freely. Oil all joints. Make sure the governor spring (located above governor housing) is fully relaxed when the throttle lever is all the way back in the slow idle position.
