806 weak hydraulics

when i try to lift the head on my ih 990 haybine with my 806 i have to rev it up to half or 3/4 throttle to get the head to lift up is this normal? is my hydraulic pump bad or is something not adjusted correctly? my super m lifts it no problem.
 
It could be a number of issues including a weak pump or a leaky bypass somewhere. Need more information on the history of the hydraulics and how other things work like the steering, 3 point, loader, etc. and how they have worked over time. Pumps usually don't go bad or weak in one event.
 
I had a the same problem with my 806 raising my mower conditioner. Found that I had less than 1000 PSI. My MoCo required more than that to raise it. Replaced the pilot relief valve on the right side seat support. Expensive little guy but fixed my problem.
 
i forgot to mention that the 3 point is really slow coming up and when i throttle the tractor up it gets faster kind of just like the hydraulics. The brakes, pto and T/A are alright, just 3 point and hydraulics
