Putting brakes on H

I was at a sale where they had 2 Hs, setting in different rows, and at different places in the rows. One was made up and painted and the guy said it had been gone through and was a rebuilt tractor. The other, nobody spoke for, but it sounded fine, and there were new bolts in the oil pan. Anyway, I bought the second tractor figureing it was the left overs of the 1 st. Im positive I am right, as the shaft that fits into a socket in the tractor, and a toggle that both ends of the brake bands goes on, has one size of keyways, and the lever that fits onto it has another. NOW, im wondering if it has the right brake bands on it. Would someone please measure the outside distance of a H brake band from outside end to end. Thanks.

Also, If I have M or something else bigger, could I turn the toggle to make the band relatively tight and score in a new keyway and still use the band?? Ive relined it, so Id hate to waste that, but, If it proves to be bigger, guess I could sell it on E bay or something as a M band
 
Are you saying that even if the guy took channelocks and brought the brake bands together then put on the arm at the right point and clamped it down leaveing out the keyway, as it was left out, as , with 2 different size keyways you couldnt put it in anyway, and if he did the above, the keyway slots wouldnt line up, THAT he couldnt squeeze in an M band into a H cover??
 
But nobody said you might have M bands on your H, you don't because they would not fit into the housing, and I'm pretty sure the shafts are larger.

Is it the outside arm which has the wrong size keyway? Do both sides match?
 
What shafts are you talking about? The one attached to the toggle that the arm attaches to on the outside? And yes that was what I was mentioning in mismatched keyway sizes. The shaft has nothing I can see to do with the size of the bands, as the bands are detachable with the removal of 2 pins each. Thanks for the reply.
