Super H Float Needle

I have a '54 Super H I have been working on. It runs well except that when I take it off a load it dies like it ran out of gas. I was told this was probably a float problem.

I went to CIH and bought a new needle and seat. When I went to install it I saw that the old seat had a "50" stamped into it and the new one had a "40" stamped into it. The new needle seat looked bigger than the old one. Will the difference make my carb run different? Is there no difference?

IH went to the number 40 many years ago to fit all those style carburetors. If it dies when you remove load that doesn't sound like a float problem but a good carb cleaning and setting may do the trick.
 
It dies when I push the throttle to 1/3 open. I soaked the carb and cleaned it out. It's a lot better. It did die once, but started up right away without choke. I still need to fine tune the carb settings.
