600 D hydraulic has low pressure

I can not seem to nail down the reason for only being able to achieve about 400 PSI on my 600D hydraulics. It appears to have good flow but I did not measure it. The tank is clean and has fresh oil. The suction line flows oil well to the pump. I opened up the pump to inspect and it is pristine inside. There is no scarring and the shaft seals looked good but I have replaced them. When I started it I bled the air from the system via the top hole on the pump. I put a bypass hose connecting the two remote couplers together and left it pump through there for a while also.
I have disassembled the relief valve and the large safety spring was broken and I have replaced it with the correct spring. I blew compressed air through all the ports. The small screen and orifice are clean. It does not have power steering.
Three nights shot and I still only get 400 psi. What am I missing or could the problem be in the control valve for the remote connection. I have never torn one of these apart.
I am ready to learn the secret.

Is the ball and spring in under the plug you bled pump with. Was the snap ring on the piston under the safety relief valve spring retainer. That small valve with ring is actual relief valve, the retainer under spring is to seat on top of relief valve.
 
Good questions! Yes the ball and spring are still in the pump. I have seen those fly before. The snap ring is in place on the piston under safety valve spring retainer. If you have any other suggestions I would surely appreciate them.

I'm and old air pressure guy, I would lock valve on demand and apply air pressure to pressure line leading into valves and see (listen actally) where air escapes. If valve assemby pretty well blocks air off you can think pump. I am not real familiar with the 600 model so don't know if you can get the lines off pump easily or not to apply the air to pressure line.
