684 International PTO, Hydraulic? issues? Need advice.

I am new to posting on forums and have never posted on this one, have read several posts in the archives.
This is a rather lengthy description but I want to give all the info I can. I have never done any hydraulic work and am not sure where the issue lies with this tractor. I have the shop manuals coming in the mail but thought I would ask for advice before hand.
I got this tractor earlier this year to use for square baling hay, loader work, etc. It is a 1979 year, with a 2250 loader. Everything seems to work good on the tractor, loader will lift quite a bit no problem there, power steering seem to work well, brake fell good, parking brake don’t work.
Well here are the issues. We were baling hay about a week ago, the first time out for us using the tractor, and after the first 100 bales I started having trouble with the pto, it was wanting to just stop. I still had the loader on the tractor and while running it wants to creep down, not much just say 2 or 3 inches every10 minutes or so. Well while I was baling I hit the loader leaver to raise it a little and the pto stopped and did not want to come back on. I stopped the tractor and speed up the the engine a little and it came back on. I also noticed that while turning the pto wanted to stop but when I turned back straight it came back on. This happened a couple of times, then I hit the loader leaver another time and it stopped again and did not come back on. I could hold up the auxiliary hyd leaver, ( nothing was hook up to it), till it squealed like they do with nothing hooked up, and the pto would come on and when I let off it would quit. I could do the same thing with the bucket lever hold it hard over and it would work let off and it would stop. Well we drove it on home and I noticed that the power steering wasn’t working either. I could hold the bucket lever hard over and I could steer let off and it would quit. Also it was pretty warm out 88 or so, and the outside of the loader valve was pretty warm, could barely hold my hand on it, and the sides of the transmission that are between your feet were just as hot, but pull the dip stick and the hyd oil was just warm about air temp? not hot at all. Well the next day I changed the rear end oil and the filter, well here was A BIG aggravation, I took off the filter cover and the filter was just sitting loose in the housing, the screen and valve deal that sits in the one end of the hyd filter element was missing! How do you lose that?! So the filter was doing nothing. The local I.H. dealer actually had one $70.00! Any way got it all back together and went to bale some more a couple days later and I was still wanting to act up maybe not quite as bad but we did not bale quite as much, it was still slowing down and wanting to stop while I was turning. I know this is long but I wanted to describe my problem as best I could.
 
Well it sounds like either your pump is about shot or the gaskets on the multipule control valve are leaking. The pressure to the PTO might be lacking also. I doubt that since other things are causing it to act up too. The MCV is on the left side down below the clutch pedal. It will have to come off to remove the pump. The pump is bolted to the back of it. Be careful not to pry on it or the plates on the MCV can be warped or bent. There are 2or 3 gaskets that can be blown and an O-ring or 2 to replace when you put it back on. Good luck with this project. Tip When putting the MCV back on if you can get a couple of studs to use for a guide it will be much easier to do without gasket damage.
 
Hi, that park brake crap will be every where.
If 2250 loader will lift the front end of tractor off the ground there probably is not a hydraulic pump or MCV O-Ring problem.
Re running hot that is normal on a 90F day the sides of transmission will be to hot to hold your hand on.
Re 2250 creeping down, either a lift cylinder has a bad O-Ring or the cylinder wall is scored or control valve is leaking. My brother had similar problem with bucket on his 2250 and both bucket cylinders were scored. To test for valve or cylinder leak, stand the bucket on end, let the loader down until all the weight rests on the bucket, no disconnect the hydraulic quick couplers for the lines to the loader arms, now straighten the bucket so the weight is now on the arms and watch if the arms creep down. If they creep down then you have a lift arm cylinder problem. To reconnect quick couplers you will have to use the bucket to take the weight off the loader arms.
The main problem with PTO and PS is probably a flow divider valve in the MCV valve. It is supposed to split off 3 GPM of hydraulic flow for PTO,PS,PB and oil cooler.

For the pto trouble, the flow divider stuck on the plug end when you turn the steering wheel until relief valve releases. Remove the big plug on MCV valve below the hydraulic filter, remove the flow divider valve and spring, make sure to replace in the same way. The end that stop of the plug is round and square, with a steel saw, make a small groove in the end of the flow divider. That will stop the suction lock, when the valve hits the plug. He also said: maybe the flow divider valve is stuck all the way up or down. With a fine emery cloth, remove all scratches on the spool until it moves freely in the hole
