100 touch control still not acting right

I took the head back off, and all poppets are in correct order, facing the correct directions.

Whichever lift arm DOESN't have a load moves first, then the Lift Arm with the load moves.

Have to keep the engine revved pretty high to get it to lift quickly.

If no one has any concrete suggestions, I guess I'll leave it alone, and see if it heals itself.

Are you moving both levers? If so, that is normal.

When you move one lever, only the arm connected to that lever should move.

It is normal for it to be slower in the lift direction than the lower. The reason is that the pump has to fill the entire cavity behind the hydraulic cylinder piston during the lift. When it lowers, the shaft of the cylinder is taking up most of the space inside the cavity, so the pump has to move a lot less oil.
 
Gene, filter was clean, oil is a little cloudy but virtually clear & cleam (about 2 months old).

The copy of the Touch Control Manual I have doesn't show how or where to connect a pressure gauge.

Can you explain or give pictures of how to attach a pressure gauge ?

I also agree. the component with the lesser (or no) load will move first in any simple hydraulic system unless there is a priority or other valve or parallel circuit plumbing.

As noted by Jim B and Karl below, the two cylinders are hooked to a "T" inside. They may never move at the same time unless linked together mechanically. and that is not common, not usually desirable.
Using one at a time will speed up that action substantially. Jim
