how do i adjust the lift it is ether up or down it has the cable for adjusting the engine is always laboring when up or down
 
You need to determine if the cable is actually moving the valve. Sticking cable, stripped or worn out gears common. There are differential gears on both ends of that cable type set up. They never did work well so many many were converted to the rod style. Still has differential gears in valve but not on cyl end. A book is a necessity to understand how this all comes together if you are not familiar with that system.
 
This isn't a problem you can adjust away.

Something is broke in the Tel-a-depth system. Specifically, the mechanism that tells the tractor that the hitch is in the desired position, and to stop moving the cylinder.

The tractor can't tell that the cylinder is at the end of its stroke, so it keeps trying to move it. That's why the engine is laboring.

I think the simplest fix is to replace the Tel-a-depth valve with a regular hydraulic valve.
