Cub govanor problems

Friend has a cub that if he throttles it up it will not increase RPMs. I'm thinking maybe a broken spring or binding linkage. So what do you guys think. Oh by the way it is a late 40 early 50 Cub. He says it will start easy just not spin up. I plan to go work on it tomorrow so just wanting to see if you guys agree with my thinking.
 
Well if I get it figured out which I most likely will I'll post what I found and how I fixed it even if the fix I do is just to get the guy by till I can get the correct parts
 
I couldn't get the rpms to come up on my 59 cub. I discovered there was so much play in the linkage on the governor where the spring connects. To fix this, I cut the throttle rod about in the middle, and installed a turn buckle in it making it adjustable. I adjusted all the lost motion out of the linkage and it works great. Now when I'm plowing, I get full rpms if I need them. rw
