When I throttle down to an idle the engine surges up and down. Does this mean I need a governor? Thank you for any help.

It could mean that the linkage between the carb abd governor has slop in the holes (probable)
The governor may be sticky at the shaft hole or internally. The throttle shaft could also be sticky. Poor idle mixture can also be the direct cause. Jim
