Today I used my 966 I bought this winter for the first time baleing oat hay with JD 466 baler,I baled with my 1466 last year and you can"t tell its on its rated for min 65 HP,I started out in 4TH gear and had to go to 3rd and it realy loads it in 3rd good hay about 4 bales per AC. Starts good runs good no smoke or blow by new air,fuel,filters any ideas welcome.
 
Bad or miss adjusted fuel pump.

At rated horse power, it should blow a little black smoke out the muffle under a pull.

Ours did when it was new.

Just blindly turning the "smoke screw" without knowing where you are and where you end up can easily get you into trouble. It needs to be done with the tractor on a dyno. I've found that's why the professionals are very hesitant about letting that information out. You turn the screw too far, blow up your engine and suddenly it's THEIR fault for telling you where the screw is and which way to turn it. I know I wouldn't stick my neck out like that. Sure you say, "Well, I would take responsibility for my own stupidity," now, but in the heat of the moment that usually goes out the window with most people.

You need to find out how much power you have now. The tractor may be fine. It's not going to have the horsepower of the 1466. Maybe your baler just needs that much horsepower. 65HP minimum, probably in the lowest gear the tractor has?
 
If it starts and runs good it's possible the governor is not comming in. Our 4366 did this a few years back. I believe it was a bad thrust washer, had the pump rebuilt and could'nt believe the difference.
 
One other thing it could be is a worn camshaft. With a bad cam they will start and run good but will have low power. The early 400 series were know for camshaft wear.
