stuck governor

i recently gotten a farmall 140. the tractor set outside and had not run in a couple of years.it will only run at half throttle.i can manually move the linkage on left side of tractor and get it to run wide open but not using the throttle.all the linkage moves fairly easy.will the governor need to be took off and cleaned?the carb moves fine its the governor that feels a little sticky. thanks
 
You're on the right track, rusty. The governor is basically an empty cavty that gets all the lube int needs if the motor is run regularly, but can get crusted up and sticky from lack of use.

The control side, between the lever at the seat up to the fly weights, can be worked loose with the lever, but the other side, that drives the carb, can still be sticky. Start with a good cleaning all over, with special attention to the bushings on the carb side, and replace any parts necessary in the process (like that pesky thrust bearing around the center shaft) and give it a try.
