Farmall 450 Power.

how can I tell if my govenor is opening my carburator 100%? Still tring to get full power only 50hp after inframe and head job. It is turning 1650 - 1700 rpms.Starts and runs great.

Governor to carb linkage has to be adjusted to make sure throttle plate opens all the way. Detailed info on how to do this is will be in the 450 manual.

Take it out and work it to get the rings seated. A few more hours on the engine should help to wake it up.

make sure it's 25 degrees at 1600 rpm ( set with tach and light ) if it's a stock carburetor with stock main jet it has to be 5 turns open . most 450s don't have a degrees graduated on the balancer your going to have to figure the degrees and mark it. check your distributor advance make sure it's working. timing is critical

If you want to be 100% sure, remove the cover and vent line on top of governor. Load it down on the dyno and make sure the governor linkage is raising the throttle shaft arm full up.
dblair could be right that most 450 don't have degree marks on the front pulley, but I never had one that didn't have at least 4 marks and most 5. TDC, 16, 25, 30, and 40.

or, just get a timing light with adjustable advance. The one I got from Harbor Freight was only $25. You set the advance on the light and shine it at the timing pointer. If the light shines on the TDC timing mark, you're at that advance.
