856 hydraulic issues

I had the hydraulic filter to get stopped up because of a dirty implement cylinder. I changed the filter but still have no steering and brakes.
I tried to bleed the pump at the bleeder plug on the side but could get no flow out. I can here the pump running so i know it is turning.....does anyone know what the problem could be? does the pump have a pickup screen?
Any help is appreciated
