Overhauled F-20 will not start

We have a F-20 that was overhauled a couple of years ago with 4" pistons and sleaves,bearings etc. and head reworked. The engine and governor were rebuilt by the machine shop and the engine was reassembled by them and we reassembled the governor.
The magneto and carburetor were sent out and rebuilt a couple of years ago as well. We have just recently been able to get back to this project after getting it painted and reassembling.
The tractor has electric start and after timing the magneto we got the tractor to backfire once like it was out of time. There are two DC marks on the fly wheel so, I took the inspection cover off of the block and confirmed the piston was at the top and on the second DC mark and re- timed the magneto. Will only fire once still and that is with using starting fluid. I have put gas on spark plugs and nothing. Fuel is dripping from Carb and I have suction at the throat of the carb. Sprayed starting fluid and brake cleaner by intake manifold and appears to be no leak. New gasket on exhaust manifold.Spark appears strong.
Any help would be appreciated. Thanks!
 
Is the impulse on the mag clicking like its supposed to?
Dress the points, 2 years is a long time for corrosion to start.
Fresh gas?
Are the cylinders dry, add a bit of oil through the plug holes.

They start real easy if everything is right.
 
Bring No1 piston to TDC on the compression stroke
then look to & see where your rotor is pointing. Both valves on that cylinder should be closed too. Hal

Yes, I forgot to mention rotor is pointing at one o'clock and wires starting at number one going clockwise are one,three four and two. I also dressed the points and nothing.
 
Does it have primer cups on it? If so, make sure they are they shut. If not, take the valve cover off and make sure there are plugs in the primer ports.

One other thing to check. Make sure the valves are operating as expected. Not only from a movement, but is #1 on TDC, are the valves closed? take the valve cover off and watch the valves through a complete couple of rotations. Make sure they are opening and closing as expected. I got a rebuilt engine back from the machine shop and the cam gear was on wrong........some Einstein put the gear back on without the woodruff key, and it was 90 degrees off (4 bolts to mount the cam gear on). I cannot tell you how long it took to determine that little gem................
 
Duanes, If it poped once you have spark. And if you checked all that Tom and Hal said than
gas dripping from the carb is not good.
They flood very easy. Let it sit a day and try again. Oldiron29
 
Even with electric start, you might try tow starting it. I've always had crank start F series, but tow starting them seems to get them going when all else fails, especially after being overhauled. As someone else said, when you have them spot on, they are real easy to start. Good luck and keep us updated.
