My 1955 W400 has a whinning noise when you start it that I thought was coming from the clutch or transmission housing, got to playing around with it and turned on the pto and the noise stopped, it does have the little lever under the transmission what is it used for, what do you guys think, thanks Joe
 
The noise is just the planetary gears turning inside the PTO. The little lever underneath the tractor is the seasonal disconnect. You use it to disconnect the PTO when you don't need it.

Does that mean if I move that disconnect lever the planetary will stop turning and the whinning will stop, right now if I speed the motor up it seems that the whinning goes away, thanks Joe
