Bull Pinion removal

Does the bull gears have to come off the axle shafts to get the bull pinion cages out? What else is holding the bull pinion shafts in?

Yes, the bull gears have to come off or you will break the cage.

Once the bull gears are off, is there anything else holding the pinion cages in place, aside fron the bolts on the outside of the transmission housing?

just friction. Use bolts in the threaded holes to push it free.

Will the axles slid out far enough to let bull gears off, without taking the axle housings off?

If you had some long bolts you could do that.

So I do have to take the axle housing off to pull the axle, or just the outter axle bearing?

You can do it either way. If you remove the housing the axle just has to slid out of the bull gear. If you remove the outer axle bearing cap you need to push the axle out of the bull gear, the inner axle bearing and slid the outer bearing out of the housing.
