Hydraulics on a 1944 Farmall H

Hey yall I"m a new owner of a 1944 H and had a few questions about the hydraulic system. First is it normal that the hydraulics will only work when I am in motion? They will not rise while I am stopped. I also have the problem of when they are raised fluid runs out of the top of the cylinder. Is my second problem causing the first? How would I fix the cylinders? I am new to this whole thing and was very proud that I was able to rewire the snake’s nest that the previous owner had but I have no experience with hydraulics. Time to call on yall experts for help.
 
The belly pump, which is the stock setup, only runs when the clutch pedal is back, but it shouldn't matter whether you're in motion or not. The cylinder leakage is a separate problem and can be fixed by either rebuilding or replacing the cylinder, or maybe tightening any loose parts if you're lucky.

Since the H only puts pressure to one side of your cylinder, it may be the cylinder is OK but was full of fluid. After several cycles oil may quit coming out of the open end.

The next thing to do is to get a plug and drill a small hole in it and use it to plug the open end of the cylinder. The hole will keep most dirt out but let air in and out. It is even better if you buy a screw in filter for the same purpose but they can't be found everywhere.

Of course if you want to use the hydraulics while stopped you have to shift to neutral and let the clutch engage, then the hydraulics will work again. It's not too bad when you get used to it, I bale hay that way all the time.
